Little attention lias hitherto been paid to the ital Statistics" of the vast civil population of India. While the European and Native Armies, the jails, hospitals, and asylums of all kinds, have for years possessed a sanitary historian and statistician in the persons of the Sanitary Commissioner with the Government of India and his Statistical Officer, the civil community, represented by millions, has been left to itself.
